Statement of Practice:
Since 1982, Patrick Hoover has practiced law throughout Maryland and as of 1984, Washington, D.C., by providing legal advice, guidance and critical support to young people and their families in need of help. In early 2010, Hoover's practice, known for decades as Patrick Hoover Law Offices, was formally incorporated under Maryland law as HooverLaw, LLC. Together with a growing staff of dedicated professionals, Pat Hoover continues to provide children, teens, young adults and their families, legal services critical to the needs and directions of each client. No matter the issues in a given case, our clients receive only careful and considered advice with experienced case analysis and highly effective, cutting edge litigation services, counsel and guidance.
The firm's juvenile and general law practice often includes court proceedings involving personal injury and negligence law, custody and guardianship, delinquency, drug cases, assaults, gun possession, theft and others. Our school, regular education and special education practice, addresses legal issues in both public and private education. These issues include suspensions, expulsions, transfer issues, public and non-public placement and programming services, reasonable accommodations, disciplinary matters, conflict resolution, mediation and due process appeal hearings in accordance federal and state laws such as the Individuals with Disabilities Education Act, NCLB, the ADA and Section 504 of the Civil Rights Act, directed at children and youth who are physically and/or emotionally handicapped by a number of causes such as Attention Deficit Disorder, Autism Spectrum Disorder, MR and any number of other causes. The firm takes pride in its special work as counsel and advisor to families of children with special needs. With almost 30 years experience in courtroom and administrative disputes, respecting all facets of juvenile, criminal and civil law, we represent clients throughout Maryland and the District of Columbia who have come to understand the meaning of trust and confidence in a law firm.
We regularly appear in the following venues: Juvenile, District, and Circuit state courts as well as in federal courts, before local, state and federal law enforcement agencies, the Maryland Department of Justice, and within a multitude of schools and school districts on matters of educational impact to students and families. Our law litigation practice involves: Civil Trial Practice as well as cases of Juvenile/Criminal Defense covering the entire range of possible offenses charged or merely alleged. We also represent victims of crime, neglect, abuse or intentional harm which have brought damage to our clients.
We successfully prosecute and defend issues of Educational Malpractice, Personal Injury and Business Liability, among many others.

The firm's special and regular education practice addresses legal issues in both public and private schools. These issues include suspensions, expulsions, placement services, reasonable accommodations, disciplinary hearings of suspension and/or expulsion and mediation, conflict resolution and due process appeal hearings in conformance with the Individuals with Disabilities Education Act, for or on behalf of children and teens who are, or may be, emotionally disturbed, struggling with Attention Deficit Disorder or any number of other disabilities which impact the child in school.
